Health and Safety Specialist

The Health and Safety Specialist is responsible for providing pipeline project health and safety expertise within IPF’s Project Development Group.  This involves direct and proactive involvement in growth projects from inception to completion to ensure that projects are executed in accordance with IPF’s EH&S Policy, Programs and Plans.  This position will report directly to the General Manager, Project Development.
 

The Project Development Group is responsible for organic expansion of IPF’s oil sand and conventional transportation systems.


Key Activities and Responsibilities:

  • Develop a strong understanding of expectations associated with IPF’s Safety Policy, Values and Commitments, and ensure consistency of application within the Project Development Group
  • Meet regularly with IPF’s EH&S group for liaison and to ensure conformance with corporate expectations
  • When IPF has prime contractor responsibility, oversee the development of safety plans, risk assessments and other documentation pertaining to IPF responsibilities
  • Review and comment on contractor pre-qualification documents
  • Review contractors’ corporate safety policies, safety manual and work procedures to ensure they are applicable and specific to the project scope and circumstances
  • Review and comment on contractors Project Specific Health and Safety Plan
  • Ensure contractor emergency response plans are adequate for the hazards identified
  • Review resumes of construction management firms and contractor’s candidates for position of field safety officers on the project. Comment on areas of strengths and weaknesses.
  • Review and comment on contractor safety orientation for the project
  • Recruit IPF field safety inspectors
  • Attend pre-job meetings with contractors to address H&S aspects of the work
  • In conjunction with the contractor, meet local provincial safety representatives to introduce them to the project
  • Occasionally attend field meetings – progress, contractor safety, inspection safety, foreman safety, occasionally worker daily tailgates
  • Comment on the contractor’s project specific hazard assessments
  • Provide leadership to IPF field safety and environment inspectors
  • Conduct H&S inspections with IPF and contractor field safety inspectors
  • Review daily IPF inspector daily safety reports
  • Review, categorize and file H&S incident reports. Enter required incidents into IPF VIMS system.
  • Participate to EH&S incident investigations
  • Ensure timely reporting of EHS events as required by provincial and federal authorities
  • Maintain health and safety records for each project
  • Participate in development of a safety plan for commissioning
  • Oversee accident investigation processes and review prime contractor reports
  • Communicate with external stakeholders on health and safety matters

Education, Skills and Experience:

  • High level of education and specific training in various areas of health and safety
  • Approximately eight years of relevant experience
  • Experience with major pipeline projects from inception thru commissioning
  • Field construction experience
  • In-depth understating of regulatory requirements of provincially regulated pipelines in Alberta
  • Experience in multi-stakeholder settings
  • Excellent communication and management skills
  • Extensive personal contact in government, industry and environmental community
